If it happens is there any song-and-dance I can do to reset it in a game or is it stuck for that match? IIRC Hosting helps prevent it but I rarely host.

it can change at host migrations, but there is no way to fix it without the host changing (to my knowledge, at least)

There is no way to fix it during a match, but there are some pointers that can help you predict if you will get it or not.
1 - If you host, you will get the Stability. Pretty straightforward.
2 - If someone joins the lobby after you, you will get the Stability. Basically as long as you were not the last one into the lobby. Some examples follow:
-You join the lobby as the third member. A fourth joins after you. You will get the stability.
-You join the lobby as the third member. You start the game without waiting for a fourth member. You will NOT get the Stability.
-You join the lobby as the fourth member. You will NOT get the Stability.
3 - You join a game in progress. You will NOT get the Stability.
