Before anyone asks, I already sent an email to the support team and though polite they were as clueless about this as I am. They asked me to post a thread here, and so I am

When I first entered Crestwood, I was recording for an lp and consequently ran right past all the fighting to get to the objective marker for the Grey Warden quest. While I was doing so, one of my party members (Dorian) apparently cast Spirit Mark on an enemy involved in the first part of the "Still Waters" quest-line. I returned to the objective marker later when I wasn't recording, and the objective to "help Crestwood fight back against the undead" (or something like that) remained, even though all of the undead were gone. The mayor's house remains locked, and there's no way to complete this in sight.

I honestly don't know for sure if Dorian used Spirit Mark, but from reading around the internet I found almost everyone else who had this bug claimed that Dorian used that attack (and I had Dorian on my team, with that attack *preferred) which caused the game to not register the death of the last undead as he was technically a friendly npc. This really sucks because I was intent on 100%ing the game, and this quest opens half of Crestwood and allows access to constellations, a dragon, rifts, landmarks, etc. I've completed every single objective and quest in all the other areas and now this one, big spot is going to remain unfinished.

I'm on PS4 so there's no way for me to fix this myself (plus, I'm assuming tampering is looked down on, even if to fix a bug), so has anyone else had this problem, or does anyone have a possible solution to get the enemies respawned, reset the area, etc? Any help would be appreciated ^.^

Just a shot in the dark here, but did you try traveling to another location, like Storm Coast, killing something, or completing a requisition quest, and then traveling back to Crestwood? Maybe the enemies will reset, or maybe that will allow you to talk to the mayor to progress that quest along.

You can also run through your codex lists and read them so they're not new. That messes up some things as well.

The only other thing I can think of is stop the game and completely power down the console. Then start it back up. That's the quasi-fix for the broken Judgment glitch.

I have gone on lots of other quests while away from Crestwood, so I know that won't fix it; and I doubt it's anything to do with the codex as it has yet to be updated from this quest.

However, I actually have yet to even turn my game off. I keep it running 24/7 so the war table quests advance while I'm away and I can easily pop in to manage them when I have a quick second. I'll try your advice and see if there's any effect

Edit:

I cleared the codex and restarted my console, neither had any effect. Is there any known way to overload the game somehow and make it clear it's stored memory for current quests, environments, and such? That's all I can think of that could help. It seems that the game remembers: "All enemies set to spawn outside Crestwood village are gone" in terms of spawning them/their existence in game and "Not all enemies set to spawn outside Crestwood village are defeated" in regards to the quest progress. I don't see any way I could resolve this without somehow glitching my way into the mayor's house or making the game clear it's memory of this quest's progress

Maybe I misunderstood that last part, but you don't need the game or console powered on at all to progress war table missions.

The war table uses real time, not game time. So if you start up a 2 hour war table mission at 1pm you can turn the console off completely. When you power it back up and start playing at 3pm the mission will be competed.

Anyway, good luck!

That's good to know, thanks. Still no luck with getting this quest to reset, though

Found the fix. The quest simply wasn't telling me to talk to the mayor even though I could, and I heard someone (falsely) say online that he's in the boarded up house that opens at the very end of the quest. Now I just feel stupid, thanks for the help!
