Ok beside the fact that i am un able to use or DL any of this promised DLC
Do i need to link my gamertag to this here account or one from "ea"
Is bioware the same as EA?

Yes.
Bioware Social accounts are EA accounts. You'll want to link your gamertag with the EA account you registered your DLC with. If you already have your gamertag attached to one EA account and your DLC on a different one, then you need to call EA to fix that.
The phone line suggests using the Live Chat, but I was unable to get through to a real person via Live Chat (wait 30 minutes, session times out). I got a real person on the phone (after a 2 hour wait).

The difference is Bioware makes the games and EA takes the credit for them.

First: Don't type in all caps.
Second: As I said before, you need to make sure that your XBL gamertag is attached to your gamertag. If you've played other EA online games, they may have made their own account and your gamertag could be associated with them.
Call EA Customer Support. They can fix this for you, and you don't even need to type in all caps at them.
