There are a few of these weapons out there, largely the geth weapons such as the Assault rifle and SMG but also to some extent the collector AR as well. Do these just rely heavily on ammo mods? Does anyone use them and if so whats the strategy?

Yeap. The key with those is Tech Bursts and Fire Explosions. But even then they kinda suck and are super-seeded.

GPR relies more on headshots ever since the headshot multiplier was buffed.

Against armor like on gold/ plat, yeah, most of them need AP, Drill or piercing and some form of weakening to be effective against a lot of targets. You can also use them to ammo prime for FE's/ Tech bursts, or use them on a biotic with warp ammo.
GPR is quite efficient against mooks because of its 3x headshot damage multiplier, even moreso on a marksman kit with the proper specs.
Geth SMG I don't use because I hate ramp-up, but when I did complete the challenge it was mostly the same strategy as the GPR. Run APIV ammo on a weapons kit (so the ramp up doesn't hurt so bad) and try to abuse its laser accuracy for headshots.
CAR is an okay weapon, about par with the Phaeston. It doesn't get the 3x headshot modifier like the GPR but is a bit better vs bosses and a bit easier to use than the GPR if you aren't very consistent with headshots. Same strategy, APIV, mag and extended barrel on the Quarian Marksman. In general, he's my solution to weapons that otherwise can't find a home.

These weapons are very good for applying ammo powers so they shine on tech classes that can detonate. As for mods/ammo powers because of the low damage you want a lot of piercing because without armor mitigation you lose most of your damage output to armor. The GPR is actually very good if you boost up its armor mitigation and focus on headshots even more so if you use incendiary ammo on it. It is not a boss killer no matter how you build it, but it will mow down mooks pretty well.

I often use this kind of weapons with the turian sentinel, for his great passives, his ability to detonate fire explosions and to exploit the incendiary glitch. It works decently well for gold PUGs.

Most important thing with any high ROF low damage per round is to make sure to have some armor sundering or damaging round. You lose like 50 damage per round which isn't **** on a weapon like say most sniper rifles but on a high ROF like the GPR you're giving away a large percentage of damage.
Second most important thing is hitting the head consistently. Making the weapon capable of consistently hit the head hit box through passives, mods, gear, and skill is how "elite" players make shitty weapons look godly.
Third thing is knowing it's limitations if it has some and working around them. IE if my weapons sucks butt at killing a certain enemy I generally ignore that enemy type and focus on what I can kill fast and effectively. That is where I help my team and where I score my points. Cutting into an Atlas with the GPR might be satisfying but perhaps that DPS is better focused on small infantry and depleting the budget and padding the score that way.

I tend to use these guns on casters, where my weapon is just a bonus really, most of my DPS is coming from powers; they're pretty good for this because they tend to be light, so low recharge speed. I do think that, all things considered, the GPR is a pretty good gun though. Although, like others said, you want to use a good ammo mod, preferably a primer.

I used to wonder why I'd see experienced players armed with a Locust...until I saw their headshot medals after the missions.

Piercing Mod, Extended Barrel, Incendiary IV on a kit with Overload (especially the GE because Geth bonus + Hunter Mode bonus). It kills the big stuff easily enough.

High fire rate of GPR & Hunter Mode is supposed to help with incindiary ammo glitch stacking too, so I hear. ... Which reminds me, if you detonate with overload, does it take away from incindiary ammo stacking? Always wondered this for bosses.

Trust me the GPR on the GE is one of my favorite setups, but when it comes to melting bosses it isn't going to compete with something like the PPR, Typhoon, or even the Harrier. That is what I meant when I said it wasn't a boss killer. It performs adequately against bosses if you need it to, but it primarily performs as a mook demolisher.

In pug land, it's fast enough even against bosses. When playing with BSN material, just leave the bosses for them while you focus on that epeen with mook headshots (Warning; I have yet to epeen this setup with BSNers, so... I'm out of here before someone claims I don't know what I'm talking about).

you threw a grenade at some pug that I stepped on while trying to sprint over and T-bag them. You also ruined the perfect killstreak I painstakingly worked to setup by attempting to run off and eat one of your dearly departed buddies who had ragdolled onto the other side of the map.

Divide that by 2.5 if you can get headshots. Fortunately, the CAR is pretty good for headshots.
