When I talk about corruption in the NCR, I mean people like Oliver who endangers his men for Glory, or Kimball wanting to annex every territory he sees despite an upcoming Famine due to how large the NCR has become.

 

That, and while it's been a while, I think I remember Nepotism being a problem with the Central government of the NCR, and that people with connections were more often put in power rather than people who were capable. I could be wrong on this one though.

This guy is the real deal. You can see it only by looking at his photos. After the civil war, he fought against the Ku Klux Klan, gave voting rights to african americans, and used the army and the support of the black community to rebuild the South. A true friend of former President Abraham Lincoln, Grant has an incredible lifestory.

 

Most of his life was centered around war. Because war… war never changes.

House is, to me, the neutral option.  Yeah he'd take care of the Strip.  But he doesn't give a sh*t one way or the other about anything beyond it.

no warnings, just stuff not being there, for example when i load House' penthouse all i have are a pair of floor and roof tiles and one of his sex bots, everything else is missing

The only one of those characters that would qualify as corrupt is Contreras. I forgot about him. But the quest with him involves the NCR working to root him out. Doesn't really show an organization that is content or at least complicit in it's corruption as the narrative states.

I always thought that was the point. The only people who say how corrupt it is tends to be people who already hate the NCR and as such how corrupt it actually is falls under question.

Neither McLafferty or the Van Graffs represent the NCR. They're private citizens. And Curtis didn't sell out anyone, he was a Legion agent from the get-go.

 

Hildern is a crappy boss, but there's nothing he does that would get him in legal trouble for corruption in a modern court.

Beyond House, what is there? The Legion, a bunch of cartoonishly evil, murderous rapists? The Boomers, jingoists who literally blow up everyone else? The Brotherhood, fanatics who kill and steal in the name of their Code? The Khans, glorified thugs and drug dealers? To say nothing of the Enclave which tried to exterminate almost the entire planet.

 

Maybe an intelligent Courier would count too, as ruler of an independant Vegas. But beyond that, flawed as NCR is, you have precious few viable options.

Sure the NCR is arguably the best option given all the choices.  And no House definitely isn't all that, for all his ending is probably the best for the Courier personally.

 

And actually, I have  hard time imagining an independent Vegas staying independent long-term.  The Securitrons won' t last forever.  And without House there's really no way to replace them.  And as you say, what else is there?  The Boomers are isolationist and rather overspecialized (though interestingly, they seem to do all right in pretty much every ending you don't wipe them out).  The Kings likely don't have the numbers or equipment to resist a determined attack, even with the Three Families backing them.  The Khans aren't exactly reliable.  The Brotherhood won't care.

 

So long-term benefit for the area likely falls with the NCR.  Unless these disparate groups can actually come together and cooperate for the common good, that is.

The NCR depends heavily on the Van Graffs and the Crimson Caravan.  And that dependancy gets heavily leveraged by them.

 

You are right that Curtis was a sleeper agent.

 

Hildern may not have done anything technically illegal, but he's unethical as hell.  And his callous disregard for others has gotten people killed.
