I actually like the idea of stats like INT or PER having an effect on your character's overall diposition, hence why I loved the stat check in New Vegas. Would be cool if something like that was in the game.

So it seems like Bethesda is intent on making Fallout more sand-boxy than ever. Not exactly my cup of tea, and I suspect the minecraft base building is going to be rather neutered at launch without mods. And things like sprinting, a more extensive weapon customization, power armor customization, and even base defense already exists in modded FO3/New Vegas. Not exactly hyped so far as we still don't know much about the setting and story.
