true but as Fallout settings go the US is almost done, after Lonesome Road i doubt there will be a be a new game set on the west coast, FO4 might do the same for the east

So currently no paid mods planned for Fallout 4. But the wording does leave room to change that position later on, if you want to play devil's advocate it could be easy to that they will wait until they sell there 10+ million copies then introduce it again. Though I have a feeling the response would be the same as Skyrim.
Oh and I would love it if Obsidian made another Fallout game. New Vegas stomps a mud hole in F3 every time.

He is in the making of New Vegas video alot, so i am assuming. I think he wrote the Lonesome Road aswell.

Long as Josh head a future Fallout project for Obsidian they will probably be fine, the issue is of course Bethesda rushing them again.
There is so much obvious cut content in NV. It's kinda depressing to see. The legion in particular seems to have had the most cut.

Yeah, their settlement was cut, as well as walking around Fiend territory in Great Khan armor without being attacked.
There was also left over data for Legion camps that got cut too, and of course the infamous NCR vs Legion at Black mountain also didn't make it to the final game. Alot of content that has been restored via mods is mostly NCR, Vegas or middle Neveda content. Far west and Legion content lacks alot of content and any data for that is just data or ideas not enough to restore.

Poor Obsidian. Always getting rushed. Anyways I assume Fallout 4 won't have that problem though I don't expect it to be as well written as NV was unless Bethesda has hired a boatload of writers.
I expect FO4 to have good atmosphere like FO3, but horrible writing and roleplay ablity, gameplay will be fun but will be enhanced with mods.
One thing I hope is that Fallout 4 haves more charismatic characters. I found most of the characters in FO3 annoying. Even Amata who was supposed to be your best friend was impossible to tolerate with her constant whining and preaching. In New Vegas almost everyone was likable. Hell, even Ceasar himself was an smooth mother *******. I want to see more of that.

Characters are like icing on the cake for me in a Bethesda game. The environment itself is a character... the basic experience is quiet to me.
But I'll take it if it's there.

It's possible. Skyrim has a small handful of strong characters though i'm not sure if that would pass to FO4.
