I noticed that too. The few times we run into ghoulified chinese spies, it seems they are unaware the war ended, thinking they still have to fight the americans.
The Fallout world has a thing called the divergence, were their world and ours became different after an certain time period (namely WW2), were in their world, scientists never bothered to find cleaner and better energy sources, the lifestyle never changed after the 50's, the americans and russians became two friendly nations, etc. So it's hard to tell if their social values are different then ours, such as racism, gender issues, social norms and the like.
It's sad yet interesting to think about: they were likely far away from their families and homes, they likely never knew what happened to their loved ones or what became of their homes. They could only speculate by judging by the bombed wastes and by their own ghoulification. Maybe by the end, all they had left of who they were was the language they spoke, the uniform they wore, the weapons they carried and the remnants of the Americans they fought.
i know im going to be in the minority for saying this, but I hope to all the gaming gods they add gamepad support to this game, i mean it looks like it will based on that dialog wheel, and Skyrim did so it might be a new feature they plan on for all their future games but I'm still crossing my fingers. If I recall correctly New Vegas didn't or it wouldn't detect my controller or something and I couldn't get into the game and just gave up, especially since i played and beat Fallout 3 on ps3 and this was my first time trying NV at all, and it was on PC.
If the games tried to be more realistic, I'd expect the tribes of the Wasteland would be set entirely along racial lines.
Eh. Unlikely. People would be gathering together based on proximity alone, taking anyone who could help them survive starting out. I don't think there would be a large enough surviving population that grouped together for people to say "I'll side with people who look like me" over "I'll side with whoever can keep me alive through tomorrow."

I could not see that make much sense; people would be scrambling after the bombs fell, society would never recover and social rules would break down for most out of necessity becaue survival demanded it. With radioactive sickness and everything else taken own people by the count, people would be judged by the health of their body and the usefulness of their skill, not their color of their skin. If you fear bandits coming over that hill to do you ill and take what's left of your food and water, you are not likely to hesitate in handing a gun to the black man or the woman next to you especially if you've seen his or her aim is good.

There's the bible verse that is pervasive through out all of Fo3 and the Christianity that is in FNV, and the church that is in Fo3.
The "divergence" isn't a single event, it's just the differences, it's hard to pin down exactly when the realities split. The biggest split in the fallout universe is the late development of transistors (not developed until the mid 2000s) the preference for nuclear energy over coal and gas, and the USSR never collapsing.

It's precisely because society would collapse that people would group with those that belong to the one group that can never be changed. Humans are tribal creatures and while political agendas may try to foment a society where anyone can live at peace with anyone, without enforcement, people would just revert to the natural state. It becomes a matter not of "Who can be useful to me" but rather "Who can I trust". and we, plain and simply, trust those who are like ourselves first and foremost.

I use an XBOX 360 controller for PC, and Bethesda is one of the few larger AAAs that supports it out of the box. You just have to have the correct configuration...an XBOX 360 controller with the sensor that plugs into a USB port, so it can be read. You can't use it without the sensor AFAIK. I assume the same with a PS Dual Shock.
It was one of the primary reason I left my console behind, because all I still actively play all Beth games and prefer a controller. I've played every Beth game back to Oblivion with my controller. No special setup required.
FO4 will be supported out of the box as well. It's one of those things that Bethesda just does: controller support, clickable 1st/3rd person, toolkit, etc.

Did it ever have a impact if you were gay though? Or bisexual for that matter, or straight? Sarah Lyons would still be fond of you regardless of your sex, same with Serana in Skyrim. It was more about personality than sexuality. The only thing that seperates it is the perks i guess.
No, Serana had more romantic related dialogue with male characters. For females it was more of a sisterly relationship.

I'll just wait and see. The fact that the protagonist has over 13,000 lines and took two years for them to record impresses me enough. It sounds like they went balls out. And that's just one character.
For some reason I get the feeling that the "13000 lines" is going to be like the "7000 steps" to High Hrothgar.

Not really. Alteast not from what we have seen. But it is safe to assume that they will be part of the story beyond the vault, i think so atleast. Why would they let you customize both characters before choosing which one to play and generate a baby based on the couples look just to kill them off 20 minutes later?.
Because they want to waste even more resources!
So are any of you mentally building their character or are you waiting to see how it plays out in-game? I like to imaging a character and then see how said character might differ or develope when I actually play the game with them.
I'll never understand why people would do that. They almost always end up disappointed that their mental character doesn't match what the developers give us.

Besides, oil is a very valuable resource outside of fossil fuels. It is used to manufacture all forms of polymers, plastics and other industrial materials, useful in mass production and in highly technical manufacturing. Maybe after 250 years of living in a disposable economy, oil has more value for its industrial applications over its energy value.
