At what point do you converse with Cullen at the tents in Haven, where the recruits are training. Currently, I only run into Cassandra there. Is it linked to anything you do in the prologue?

At what point do you converse with Cullen at the tents in Haven, where the recruits are training. Currently, I only run into Cassandra there. Is it linked to anything you do in the prologue?
If memory serves, he will hang around in front of the chantry with Chancellor Roderick until you go to Val Royeaux.

You can also talk to him after unlocking the Hinterlands but before actually going there. That's what I do. I unlock it, go talk to everyone then go to Hinterlands.
Because I'm not sure if it's a glitch or not,but Flissa had more to say, well one thing, after unlocking it. What I mean is if you talk to her before unlocking the Hinterlands operation, she doesn't, not for me at least, talk about you being a mage, elf,... I could only ask her about how she got there, I think, and Haven.
