Mark of the rift is a ability of Virtuoso that grants allies within 8 meters 3 elemental damage additionally per hit for 8 seconds. Will the extra elemental damage trigger the lighting attack of static cage?

I don't think it will trigger separately than the auto attack. Just like rune damage doesn't do that either.

I don't think DoT abilities trigger the extra shock upgrade on Static Cage. With Mark of the Riff, all the elemental damage is taken into account on that one single attack. So no, Mark of the Riff won't trigger extra shock attacks
