I'm starting to think regular Spectre Packs are the best for new manifest players. Sure to you lose 20k every 2 rare character & weapon cards from the buying 2 regular Spectre Packs, but you can that back by saving on not having to buy more Jumbo Packs that contain more junk level 1 consumables (because you get 10 gels or ops every 120k of 2 Regular Spectre Packs VS only 5 gels every 99k Arsenal Packs). And only level 3 consumables in regular Spectre Packs.
The only thing that sucks about the regular Spectre Packs big time is you still getting regular character cards every now and then.
