I wasn’t referring to G/B damage at all. Another hint- by last resort I also meant you have low mana. Try to see if there is something that can help boost your damage that way.
Again, fade cloak and SB are different animals. As I said, SB could be intended as a weapon of last resort.
There is nothing stopping you from using both fade cloak and SB when you are near death.
Low mana? AW's NEVER have low mana. I'm generally always @ 100% even after casting a 50 mana spell.

Use CL and SF to drain mana, conductive current kicks in for lets say a 90% damage boost that continually diminishes because mana regenerates faster than SB uses it. Add twisting veil and you do an additional 15% against weakened targets. Still lower dps than spell spamming with gathering storm?

I would usually be close to 50% mana capacity when using Spirit Blade; with Twisting Veil that would boost SB up to a total of 310% weapon damage per hit (which is of course short lived, since mana will be getting higher with Restorative Veil; so really, I'd be sitting around 80% mana, significantly decreasing the bonus damage SB would receive). It was already questionable if Spirit Blade could match up to the damage output of using other spells in conjunction with Gathering Storm when the base damage was 300% weapon damage, so me thinks it's not so questionable now. In certain circumstances, Spirit Blade can definitely be useful; but, in most situations you're better off doing something else.

why 90%?
It's 5% bonus for every 10% mana, do we have 200 mana?
It's first flaw.
So it would be more like 45%. Problem is that I don't know how this bonus is calculated.
If it's the proper bonus damage it should be 200% * 145% = 290% and weakened 290% * 115% = 333.5%
But it could be broken on many different levels. I haven't seen tests around those passives.

How about if Spirit Blade restores mana with every swing, but the downside is it heals enemies?

No changes again? I hope the new classes get rings for the next patch since I guess they can't be added in these quick tweaks.
Edit: No update tweaks, Barrier ring fixed though. "It was doing more things it wasn't supposed to do than was reported."
