If they announced everything they were going to show there wouldn't be any surprises.
If you have watched any of the last 5 or 10 E3's, you'd know they don't tell you everything that is going to be there beforehand.

It doesn't even have an official name yet, of course its not listed.
I'm perfectly fine with them not announcing anything(although I wouldn't mind BW announcing something either) because the absolute minute that they do announce it that's when the public pressure starts to build to release it, and the one thing I want above all else is for them to NOT under ANY circumstances rush the game.
Dragon Age isn't going to be present in E3 either, so without Mass Effect Bioware doesn't have a reason to be there.
