Yes, just like we need laws that tell people that lynching is wrong or cutting hands for thievery is wrong or - in light or fairly recent events in US - that shooting unarmed people in the back is wrong.
Common sense or reason doesn't usually apply, hon, as much as I wished it did.
Plus, I'd like to point out that "cutting penis", in US at least, is recognized as a pretty standard medical procedure with apparent health benefits. I'm NOT claiming that this makes it right, mind you, just point out what stands in the way of 'common sense'.

Yup, RL Inquisition was no joke. Although admittedly the current Thedosian Inquisition is the 2nd attempt at it, after the previous one ended... well, how it ended.
I quite like the general theme and the point DAI played with, btw. Both first Inquisition - as well as Chantry and many other organizations - began their life as fairly idealistic or intended to transform the world for better, yet they all failed, and paved the road to hell with all their good (or prideful) intentions.
It's uncertain if 'our' Inquisition is guaranteed to survive or not turn into yet another terror to haunt Thedas in face of failures of everyone else before it.
On a somewhat lighter note..... I HAVE to admit, that at one point in DAI I REALLY, REALLY wanted a cutscene in which Inquisitor appears out of nowhere and exclaims "NOBODY expects the Inquisition!!", Monty Python style!
But Thedas remains Thedas. For all problems the people have there, sexism as a lesser one. It's been defined as such.

Considering the vast majority of males in the United States are circumcised... Yeah, we do need laws. But everyone doing it because everyone else is doing it, pressure put on parents by doctors because they can charge extra for the procedure plus the extra money they get for selling the foreskin to be put into beauty products, and bullsh!t studies that America does both to justify it and because the scientists doing it are also likely circumcised and thus biased, and on top of all that the fact that society as a whole doesn't value or care about males as much as females and ignores male suffering a lot more... Well, add all that up and it results in us actually needing laws for the obvious that "cutting skin off of a baby's penis without pain relief so they literally pass out from the pain within a minute of the cut is probably a bad thing". And no, that isn't hyperbole. They don't get any pain relief and they really do go unconscious due to the shock from the sheer agony they're in.

There's great money to be in circumcision, and that definitely plays a role in why America pushes so hard for it on top of the cultural reasons. Money rules all there/here, so they'll do what they have to do to keep it a thing for as long as possible.
That is true with regard to player characters, but not necessarily for the world. I think that DAI's portrayal of Thedas as a world where certain kinds of gender imbalance simply don't exist is problematic. Not because I want to justify them or think they shouldn't, or couldn't, be overcome, but because I think they're based at least in part on biology and wouldn't naturally be overcome by any culture without a conscious effort that would be a part of that culture's history. It is part of the DA team's responsibility to make their world appear plausible, and they failed to realize that such a drastic break from real-world reality, while desirable for various reasons, needs a better explanation, out-of-world, than "things simply are that way."
