Are aquatic species like the Hanar and Leviathan possible?

I have long wondered if an aquatic species that achieved sentience could also advance very far technologically. Being based in water, how could they develop fire? And without fire, metallurgy seems like it would mostly be out of the question. And metallurgy seems to be key to developing any advanced technologies. So how could a sentient, aquatic species become technologically advanced?

Well, in theory, air is just a substance like water, so its plausible.

They are both apparently capable of functioning in both water and air so I think that's all it comes down to. Their biology is suited to both.

and both made use of "slave" races for menial tasks they can't do with their slow tentacles.

The Hanar got the Drell *after* they reched space, so...

Also, the Hanar need to wear suits to function outside water IIRC.

It's a very good question.

 

I would say that either their technology is radically different, or it's in the direction of "biological technology".

I think species such as those will move to land at some point. Similarly how we explore water, they will explore land. The technology will obviously be different but the basis for space travel will probably be the same. 

Leviathans worked through thralls though. Their space travel was made possible by those thralls.

The Hanar also got 'uplifted' to some extend by the Protheans, so there is that.

I think the series' sidestepped the issues with water by having the Hanar able to function outside the water as well, and Leviathans having reduced another sapient species on their homeworld to thralls.
