I've talked to everyone I need to talk to but I don't have enough in Paragon or Renegade for those dialogue options with the customs officer. My only option at this point is to give them the forged IDs, but I don't want to. They're pretty rude, so I don't feel like helping them, but I want it out of my journal. So, how can I do that without giving them the IDs?

I read that, but it looks like the only way to complete it is to get them off the Citadel. Eh, I'll probably do it when my Paragon conversation options unlocks that dialogue. But yeah, I kind of just want to say, "Sucks to be you" and leave.

Its been so long since I've done that side mission. From what I remember, I just gave them the ID's and left

There is more than one way to complete this mission. You can convince the officer to let them go, either with persuasion or spectre authority.

 

Or you can simply give them the IDs you collect in garrus loyalty mission.

Don't think of it as helping them, think of it as helping everyone else, by sending them back to Thessia.

In this case, to have the Spectre option available you need to have gotten your Spectre status back, either form Councilor Anderson or the Council.
