I didn't realize that I could only finish one of these two missions with a level 4-7 character. Is there any way to get another character that is a level 4-7 without having to completely restart my game over? I am already level 11's on all of my current team. Please let me know what I can do and if possible move this post to the section it should be in. Thanks in advance.

The levels 4-7 are only suggested levels. You can still do them at your current level. Unless I misunderstood your question?

You can do the quests at any level. 4-7 are just suggestions. If you are worried about being over leveled, you can up the difficulty a notch.

I think he's looking for a shortcut to do both CotJ and IHW right away.

No, sorry, you can't do both in a single playthrough.  You could branch out 2 different ways from your latest save file, though, as long as you keep each path's saves separate from the other's.  That's hard to do, since you don't name the saves.  You'd have to remember which are which.  And you wouldn't Continue from the menu; you would manually Load.

You're a bit over leveled... So you want to completely start over? How about you just up the difficulty? Being level 7 on normal for those missions will be easier than being level 11 for them on nightmare. Trust me, I would know. Especially if you go up against Envy on that difficulty, your level won't save you from needing to put a lot of effort into beating that thing.

edit:

Wait, you seem to think the game won't let you do those missions if you're not between those recommended levels? WHAT?! Okay, that's stupid. Really stupid. Like "giving Morrigan a greatsword in DAO" stupid. No, you're not barred from anything just because your level is too high. The recommended levels are merely saying that being between those levels on normal difficulty if you don't want to game to be too hard or easy. And yes, I've given Morrigan a greatsword in DAO.

If you didn't save before you started one of those missions and make a new save after starting one of them (or if you saved over the save you made before starting the mission), then no, there is no way to go back without restarting the game all over again.

You also need to watch the level thing as you continue on through.    If you are a completionist then you will constantly find yourself over level for areas and missions because enemies don't level with you.   That's why if you find a dragon difficult on one level, you can reload and come back to fight it later.    Some areas are intended for higher levels and the enemies will be correspondingly difficult if you go there too early.   With others they seem to have assumed you would go there earlier and so if you leave too long not only will they seem easy but you won't get any experience for killing them either (you mustn't be more than 3 levels above on normal).

It might work to make a named save just before the decision moment to go back to if you find out you don't like the way it's going.  That way, if you decide it's just not working out, and it's worth doing over, you can go back and make the decision differently.  When you've decided you're satisfied, you can just write over the save.  They use place and timestamps, not names, so if you can't remember, write it down somewhere to refer to if you need it.
