No, in a game that was all about balance and balance changes the intent of that gun was to have a large, heavy shot gun with a long reload time. Thus the balance, from day one BioWare allowed and encouraged a dynamic that totally eliminated one of the drawbacks making it a weapon of any class including casters.
As time went on we saw all sorts of nerfs to overpowered guns like the krysae and others, pretty well nothing was done to the claymore, thus all the claymore love.
Other than the odd weapon or so why is there no such love like the Claymore gets? Over powered gun due to a broken dynamic.
Weapons: damage, speed of reload, kick, mag size, weight. Just ignore one of balancing factors of a gun. It was wrong day one and is still wrong to this day,

I disagree with you on your point that the dynamic was broken; the only reason I do is because the lady who developed the combat system, Christina Norman said repeatedly that RC was deliberately put in the game. That said, I agree with completely about how the balance was out of whack for a long time, the Claymore was a major thorn in the side of a lot snipers like myself at the time. Essentially, shotgun infiltrators were OP, but snipers kept getting the nerfs. So for a few months, Snipers were useless. I agree with the lack of balance, I just don't blame it on RC.

It's amazing how thick you can be about the reload canceling "issue". You go over the same broken arguments again and again and again. This discussion's been done a dozen times by a dozen people, and you still don't get it.
Reload canceling is an intended game mechanic and the weapons are balanced with that in mind. The game has two values for every weapon: reload time with cancel and reload time without cancel - weapons don't just ignore the reload time when RC'd, they use the shorter reload time specifically put there by the devs. Besides, Claymore without reload canceling would be seriously underpowered except in special circumstances (i.e. taking some heavy benefit from reload hiding).
Claymore, despite being powerful, isn't overpowered by any means. I doesn't have the DPS of Harrier or Hurricane or Arc Pistol or Reegar or Crusader, yet it's the heaviest weapon in the game right after the Spitfire. As a single-shot weapon, the reload of which is easily interrupted, it's also rather dangerous to use without good aiming skills. It's a high-risk, high-reward weapon.
Besides, why shouldn't it be usable by any class? If the weapon specialist kits Geth Infiltrator and Turian Soldier are most effective with "caster weapons" like Talon and Hurricane, then I don't see why an adept shouldn't be able to use Claymore. As it is, they can use it, even effectively, but there are certainly compromises. Working as intended.
Of course, none of this matters. Tomorrow or the day after tomorrow you'll be spewing out the same BS again. You always do.

Krogan whelps often use the Wraith for safety reasons. It's marketed on Tuchanka with the slogan "My first shotgun!"
