Yes she was, but mostly for supporting characters.

Alex Roivas was the main character in Eternal Darkness: Sanity's Requiem.  While you do play as various other characters along with Alex, she is the focus of the story.  Jennifer Hale was the voice for her in that game.  She did the voice for Samus in all three Prime games before Mass Effect as well.  

 

Huh, looking at her IMDB, apparently she was in one of my favorite 80s movies, "Love Potion No. 9."

 

On topic: Paula Tiso (the voice of Lulu from FFX,) and Troy Baker.  I'd rather have Brian Bloom's voice a LI.

Story wasn't impressive, but I really liked the guy who did the protagonist Ajay Ghale from Far Cry 4. He nailed the 'strong silent type' male character.

Hope we get an all new voice cast at least for the protagonist(s), squadmates, and the antagonist(s). Maybe some VAs from other Bioware games for minor characters.

Already happened.  It's called ME1-ME3.  I've heard it's a great series, although the last 20 minutes or so of the final game is pretty weak.  

 

BioWare has already stated that Shepard isn't coming back, several times.  Their statements go back to before the Citadel DLC, and the game has been in development for that time.  I'll happily pull up the link for you, but it's time to let that go.  Shepard had an amazing story, and it is over.

Honesty want to see Chris Pratt. Won't happen, but I would love it. If we had a sarcastic male Quarian

But I hope the protagonist is new. (That way I have hope of someday voicing a mass effect character after college)
