I know nothing about the toolset. Before I waste days trying to learn how to use it, I'd like to know if anyone can tell me if the following two changes are even possible:
1) change stealing bonus from +5 to +25 per rank
2) trap making lets you recover your own traps
LOL - it will probably take FAR more than a few days to figure out the toolset, but to answer your questions.
1. This can probably be done. I've never looked into it, but this type of change is typically very easy after you have spent some time on the toolset wiki and learning the toolset
2. Unlikely. Almost anything CAN be done, but sometimes it is more effort than it is worth. I think this falls under that category. It would (probably) not be a fast and easy change.

That's what I'm afraid of. I'm not keen on investing weeks or months into this, only to learn at the end that it's not even possible.

Huzzah ! I do believe I've done it. By sheer chance I stumbled across some vital info that helped me track down where to look. Once I found it, it wasn't that hard to edit the file, and preliminary testing suggests I've got it working.

EDIT: nevermind : ( . It doesn't want to work with AutoLoot, and I don't know how to edit his work. Oh well.
Or delete autoloot. That mod doesn't play nicely with several other mods including my Camp storage - and every other container that I add in other mods. Or, disable autoloot/your mod depending on circumstances. Yes, it is a pain, but it is about your only option....
What I've wound up doing is using the toolset to edit my saves. I'll give my cunning +20, go into a settlement, pocket everybody, then edit cunning back down. A pain, but it is what it is.
