no seriously which dossier mission unlocks the recruitment of Tali /  where do I go to get Tali ASAP?

No, after the main story mission TIM gives you a second set of dossiers where her name is.

I can hardly believe I'm over 8 hours in and all I've seen of Tali so far was her cameo on Freedom's Progress. Mind you, I'm not rushing. I've only got "Archangel" (heh) and Mordin so far besides Miranda and Jacob.

Seeing Tali for the first time so early in the game made me happy

Recruiting her, albeit a few hours into the game, made me even happier!
