It would have to be balanced differently likely than horde mode or they would have to scrap the power setup they had in ME3 entirely and make power trees more generic IMO. PvP balance might be a nightmare to design a vast array of powers around especially as much as you can spam them in ME3.
Can you imagine how broken stasis would be in PVP? Or just GI with a Javelin? I wouldn't mind PVP but I don't want a crappy array of powers like destiny with long cooldowns. Not to mention EA would need dedicated servers for PVP.

Trust me it would be pretty terrible. Destiny is basically what you would get CDs would have to be long to prevent powers from being broken. Dedicated servers would need to be in place as well or you would get the broken POS that passes for PvP on Destiny as well.

I'd rather not, honestly. I much prefer co-op games over competitive multiplayer and enjoyed Mass Effect 3's MP quite a bit more than I was expecting.
