No not really. If we, at our current level of technology, could send an unmanned probe that would make the round trip in 400 years, we would. There is also no reason the reapers wouldn't have. IMO if the writers really want to separate the galaxies it should be much, much more difficult to cross.

Yup.  What's 400 years to immortal space Cthulhu?

The Wormhole could have been discovered and then stabilized thought this "Arkcon" project/organization.

 

I don't think we need strong motivation for exploring a different galaxy to be honest. Even though the Milkyway is only 1% explored, if the wormhole opens to a cluster with plenty of resources, mysterious and powerful technology, and a mass of habitable planets, then I would imagine their would be interest to explore and settle it. If the Helios Cluster can be reached relatively easily (through the use of a relay or conduit or wormhole or whatever they come up with), then it just becomes another area like the Attican Traverse. Distance doesn't matter so much when you have "teleporters".

Making it easy to travel between galaxies would defeat the purpose of leaving this galaxy to begin with.  This is a clear attempt to put distance between this game and ME3.

Yep. Exploration, expansion, and exploitation are plenty powerful enough motivations for such a trip. Our history is full of sojourns for those very reasons. Even today we've only explored about 1% of our planet yet want to go explore other planets while we explore this one, so same thing except swap planet with galaxy.
