Like comm buoys in certain intervals in "dark space?" I think there would be an organization (the Alliance if we are in the Alliance Military) calling the shots when it comes to the Andromeda expedition.
QEC of course. Instant, distance doesn't matter etc. They only have to split whatever particle thingy is required to establish QEC and load one part on the Ark/Ship that goes to Andromeda, second part is in Citadel HQ or something.
Presumably whatever takes the setters to Andromeda will be equipped with a QEC.

Interesting that you said that, since it's often proposed as a thought experiment when teaching relativity. If you have a taunt string that's light years in length, and one person tugs on it, does the other person feel it immediately?
