That's the level that tier 3 materials and final tier 3 schematics open up in the black emporium. Which means that's the time when you have to spend an hour farming money with the item dupe to reach about 500,000 gold, then go buy all the tier 3 materials and schematics, and then you have to spend another hour or 2 making armor and helmets and weapons and weapon and armor upgrades and then getting everyone's armor colored well. Duping helps since I can take an awesome rogue armor (for example) with good upgrades and duplicate it to give to all the rogues in the party, but it only helps so much. Especially since I like some armor's looks on some characters instead of others, so duping a coat when one of the rogues looks best in mail doesn't help much. First playthrough took 4 hours, this second one only took 3. But 3 hours of just dealing with buying materials and crafting is so bloody boring and annoying. Level 16 is definitely a level to dread on future playthroughs.
I hate level 16, it means you're about to lose a few hours doing boring crap.

Difficulty doesn't scale with gear
If you go out of your way to buy the best available schematics and craft them with the best available gear then you're going to make the combat shift in your favor to a considerable degree.
To put things into perspective, someone who doesn't craft at all and only relies on loot drops should be able to complete the game. Shouldn't they be able to finish the game too? Crafting is a means to an end that you both should be able to reach.
Also I don't think I've ever seen a game in this genre that retains its difficulty curve throughout the entire game. Progressing your character to become more powerful is a significant part of the appeal. One of the main complaints about Oblivion was the "Dragonglass bandit" where mooks were just as powerful as you. If combat scales difficulty linearly with your level, then what's the point of leveling other than getting new abilities and such?
The real difficulty is typically reserved for bosses who have encounters with reactive elements to them. DAI actually has mooks that are relatively dangerous throughout most of the game (Darkspawn alpha, Pride Demons, Red Templar Knights) because they have abilities that require active movement and reaction.
The game becomes much easier when you are capable of bypassing those dangers passively without the reactive element. This can be accomplished by crafting gear with significant defense scores (crafting Tier 3 schematics with best crafting materials and using Guard or shield generating upgrades), using and stacking powerful abilities that can negate the damage significantly without much effort (Bubble shields), etc...
To sum it all up, the game gives you the tools to complete the game. It's up to you to dictate why, how, and when to use them.

Have to disagree as I have not had to grind at all, and gathering Elfroot and a couple of other like potion components is the only farming I have performed. Have had plenty of crafting materials in stock, as well as funds for desired gear that I wanted for my Inq's.
Now it is true that I do not purchase or craft items for the Companions; they receive the best gear that is discovered and/ or gain hand-me-downs, and only get a few baubles from the shops. But I have had more than enough funds using the Vanilla system; no exploits, mods, or console commands.
Well that's our difference, I make everyone's equipment. So I need enough tier 3 materials to make 10 armors, 10 arm and leg upgrades for each armor, 10 new weapons, and 10 new weapon upgrades, all with the tier 3 materials from the emporium that you can only buy from level 16 onward like dragonbone and silverite. And as I said, it took me 3 hours this time... And that was an hour faster than my first playthrough. And again, I cheat a bit with duping on top of using it to get money by duping when I make a really good weapon or armor or upgrade simply to conserve time and materials. And then I take half an hour deciding everyone's armor colors on top of that.

Because I want to be as strong as I can be, as well as my party. That and it's nice knowing that once I'm finally done... I'm done. No more worrying about equipment again. No more needing to worry about crafting anything else, or picking up any equipment found in the field, or needing to worry if my equipment isn't good enough for whatever area I'm in. Once I get it over with, I don't have to think about my equipment ever again because I already know I've pretty much got the best of the best already. It's to last me from then until end-game, and possibly longer if I save Jaws of Hakkon for after the main game.
...Well, that's not entirely true. I didn't have enough dragonbone, only had about 12 of them. Later, after I've killed even more of them, I'll remake my character's equipment with dragon materials. But that won't be stressful since I'll already have everything needed and dragon material will only be for my character, so I won't have to worry about grinding or farming or about the rest of the party's equipment.

I love level 16. I like Red Templars on the Coast, which opens at that level. The crafting table is one of my favorite places to be. I consider level 16 to be a good benchmark for the Emprise du Lion, my absolute favorite level, so attaining level 16 means I get to go there. So yeah, I don't consider it to be a chore at all. Maybe there are some people who will agree with you, but I'm not one of them.

Not for me. I still have 4 overworlds left, emerald graves and exalted plains and hissing wastes and Emprise Du Lion, and I'll be doing all those in full. If the game is too easy, nightmare will make the difficulty adequate even with how overpowered my equipment and stats are. I actually just beat a level 19 dragon on the storm coast with a level 16 party on nightmare, so maybe I really should stay with this difficulty. If I'm pulling that off, enemies on hard won't be doing too well at all against my party. Granted, the entire party save Vivenne was dead for 95% of the fight and cheesed it to death with with spirit blade spam while controlling her... But still.

I guess I can understand the impulse, although in a game with random elements to the crafting system, it can be quite frustrating.
I remember in my "Crit Mage" game, I struggled to find Great Bear Hides to get both the crit chance % modifier AND a good brown look to my gear. Eventually had to farm them in Emprise du Lion.
I can't think of a more "fun" way to farm crafting materials though. Hunting for the materials is as good as it gets. Do you have a suggestion?

All the materials on this list that cost 192 gold or more per item has 100 per item (except the dragon materials which are even more limited). Do the math. It's ultra freaking expensive.

I don't hunt materials, I buy them all at the emporium. Level 16 is when tier 3 materials open up, and the all cost 192 per item and there's only 100 of each and the shop doesn't refill its stock of those items. So I don't have any farming tips for you, my method is spending 45 minutes duping and selling an item that sells for 2,500 per sell until I reach I high enough amount to buy everything I need including schematics.

Crafting does make you more powerful. With the proper fade-touched items, it can make you a lot more powerful. But that power doesn't just fall on your lap. If you want it, you have to pursue it. Now, you could sit there and farm for hours for money, and then go buy the expensive schematics, farm for hours for FT materials, etc. Or, you could just play the game, use the best schematics you can get your hands on (tier-2 ones can be pretty good) and just keep upping your gear as the opportunity arises, without tedious farming and exploits. Don't blame the game for how you choose to play it.

There's a table mission for Great Bear hide, it's called gather leather. Just make sure to send Leliana.

Buying them is your choice. I farm them. Do you have any idea how many silverites you have to farm to get one fade-touched? Last game, I finished with 700+ silverites and I only got 1 FT out of it. Well, 4, actually, but 3 of those were the wrong kind.
Didn't they do away with material duping?

I think level 16 was completely different before the Black Emporium DLC.
The two times I played through I got a romance glitch no one ever got...two romances at the same time, credit for neither. So I did unlocks for Keep.
On my third play through with this toon (determined this one was going to be with Sera), I went back to Haven (where I was only 2 hours into the game earlier save) and the game did not glitch so this is my completionist play through.
I have other toons, but the level 16 is now completely different IMO, because of Legendary schematics, and the readily available tier 3 mats.
My toon for Insane play through also has been changed up b/c of BE DLC. How can it not effect the game? We have a huge advantage we didn't have before, and I want to take advantage of it.
I also like the best gear, so yeah I get it. I am grinding (yes, it's true) a bit for gold for schematics, but since it's a completionist play through it's not as grinding as one would think. This is the toon I will carry over into all my DLC content, b/c I like the build and it has the 'ship I wanted.
Can I do the boss fights w/o the best gear? Sure I did so on my first play through where we all fought in formal attire, but now...yum, yum.
Actually, off to play now. A bit of grinding for my level 16, and then back to Insane , or perhaps my board and sword (on hard or whatever). Am I the only one that keeps several games going?
I have a PC game going to for when I travel. That's my special travel dwarf, it's like candy, but I do log on to drink gold on it...because of the goodies I can now get with gold from the BE!

They did, there is no material duping. What I do is dupe a super expensive item from the emporium and sell the duped ones, and then dupe really good equipment I make so I don't have to make it twice (Cassandra and Blackwall for example have the exact same sword and shield since I duplicated it to give it to them both). I don't have any ability to dupe materials.

Unless you enjoy grinding (or you're obsessed with your team's look) don't do it because the game's not hard enough to force you to do it. Unless you're fighting dragons on Insanity you can run through the game easily with the stuff you get from questing and smart play.

I have this little quirk where I want each character to have specific armor and weapons in specific colors. Cassandra wears Superior Battlemaster Mail in Stormheart with Craggy Skin leather, Dales Loden Wool cloth, and Ring Velvet trim. I make her weapons from Stormheart. Blackwall gets the same armor, but in Silverite, Craggy Skin, Dales Loden, and more Dales Loden. Solas gets Superior Battlemage Mail in Imperial Vestment Cotton with Everite, Plush Fustian Velvet, and Lurker Scales. Etc. The tinting table is a godsend.
