Does it matter who we nominated as the next human councilor at the end of ME1 or will it always be Anderson?

It will be whoever you nominated in ME1 but Anderson will always be the one who gives you the warm greeting.

I nominated Captain Anderson in Mass Effect but during the dialogue in ME2 if I chose Udina he magically became the head of the council.

I thought that was odd, I had to reload and do it over and pick Anderson. I thought your choices from the first game mattered? I hope something isn't broken and this isn't a preview of what's to come.

Can anyone else confirm this happens with their imported character?

I wasn't aware of that as I always picked whoever I picked in the the first game.

Sounds like something of default shepard playthrough...

This choice in ME1 was after the game was saved for the last time, so they had to sneak it in as a dialogue in ME2 for you to re-choose. Every other choice was saved in you ME1 gamesave.

I was disappointed in how this went.

I deferred making a recommendation in ME1. (I thought that both guys would be terrible Council members, and it wasn't really my place to endorse someone anyway.) Playing my imported Shepard in ME2, when Jacob asked me who was on the Council, I guessed Udina, as the existing ambassador seemed like the more likely candidate. The game treated this as if I had endorsed Udina. Lame.

Same boat here. At the end of ME1, I sort of felt like "why are you asking me? I'm a completely unorthodox cover operative, not a politician." so I went with "not my decision to make". Then all of a sudden I was being asked to make the choice again.

I figured from a character standpoint, I would have known before I died who the final choice had been, so I just went with whichever.

The default answer for a default Shepard is Udina. Jacob doesn't even ask you the question.

I suppose I should play through ME1 before continuing in ME2, but it's just so awesome.

I wanted an option to accidently trip and shoot Udina between the eyes.

That's the second reason why I leaned towards picking him.  Bio tried so hard and so ham-handedly to make the player despise him that I couldn't help but keep him around for comedic value.  It was just too funny that they expected us to swallow the most important diplomatic position for any human anywhere being occupied by a guy who behaves like a spoiled teenager most of the time.  He's such an enormous lazy-writer's cliche.

Bioware is  just giving you the option to retcon  your decision if you didn't like it.
