You're joking, right? "Does a Mass Effect game have to have a plot?"
That's like asking if a Call of Duty game has to have combat in it.
Hey, Call of Duty: Cribbage Edition is gonna be huge.
In all seriousness though, there absolutely has to be some overarching plot, but having it focus on character development wouldn't be a bad thing.
ME2's plot was ok. Round up a team of misfits and has-beens to join a group full of Alien haters to stop an enemy only focusing on humans... ME2 focused more on character development and story to me than the actual plot of the game.
But ME1-3 always had a plot. Why would they scrap a plot? If you want a game that has absolutely no story play CoD or Battlefield.
