Will Andromeda be a superior advanced galaxy of civilizations compared to The Milky Way at its prime?

If no Reapers are in Andromeda (which I hope not cause Bio/EA will probably shove same ending down our throats lol), then it would be safe to assume that the civilization in Andromeda has been continually advancing since the same time as the Protheans with no interruptions.
