(some spoilers here)

I'm looking to start another new playthrough, and while the RP carryover between games is fun, sometimes it sucks to get to the end of ME2 and realize a choice you made early in ME1 blocks you from the path you want.  With that in mind, I have a question: are there any specific flags I would need to hit/not hit in the first game in order to START a relationship with Liara in ME2 (LotSB)?

I'm pretty damn sure that, in order to continue romance with Liara, you have to start it in the first game. Not being a PC player, I have nothing but my experience to base this on, but the one time I played a non import game, nothing happened between her and Shepard.

The only thing I could think of is Genesis. You might set the appropriate flag up with it. Again, never tried it.

You can also initiate a relationship with Liara in ME3.  But I think if you wanna play her romance in LoTSB, you have to have romanced her in 1.

You can't start a Liaramance (or Ash/Kaidan) in ME2 except through the downloadable Genesis comic. Otherwise, you have to do it in 1 or wait for 3.

Ok, thanks.  Could've sworn I saw a post years ago explaining how it was possible, but I guess not.

It might be possible if you're a PC gamer through a mod. If you are playing on the PC, you might want to look for a mod ask around for instructions on tinkering with the game files to flag Liara as having been a LI in the previous game.

Other than that the only options besides going back and playing ME1, would be restarting the ME2 playthrough but using the Genesis DLC. The genesis comic allows you to simulate a ME1 import at the start of ME2, and select choices for your new character in an intro flashback. Among those choices is selecting Shepard's love interest for the previous game.

You could also grab someone else's save file, I guess.
