I can only speak for Blender. There's a set of Blender filters here that you need to import and export mdb files. You would then need to pick up the essentials of how to edit models in Blender, which has a bit of a learning curve. (Online tutorials are available.) Once you've gained some skill, I'd start by taking some of the existing NWN2 models and textures, then experimenting by making changes and seeing how they look in the toolset. That's how I learned, at any rate.
You won't be able to do any animations in Blender though.
Ed.: Also see this thread.

I do all my NWN2 model work in Gmax, with the only plugins being the NWN2 MDB import/export plugins. Same as with Blender, you can't do animations in it. You need 3ds Max for that.

And only versions 6, 7 or 8 with the Expotron plugin will work. The plugin is available on neverwintervault.org, but for 3ds max, I don't know where you can get it.
The expotron plugin was removed from the vault. It contained copyrighted content owned by RAD Game tools, so it was taken down.

Yet it remains online at the place from which it was obtained to post to the Vault.
