The theme for this build is kind of like a classic infiltrator/thief of some sort, who although really vulnerable, tends to provide a range of abilities that could be used tactically. Like most of my other builds, it also focuses on being "fun" rather than "effective".

This originally turned out to be a variant of ME3-Citadel Kasumi's powers: while Kasumi had armour-piericing ammo, overload, tactical cloak and decoy; Shepard would have disrupter ammo, incinerate, tactical cloak and decoy. After questioning on whether Incinerate fits the theme of the build, I decided to change it to Sabotage instead.

Forcing myself to stick to the classic SMG/pistols only, Shepard can use either weapons to strip shields/barriers and quickly wipe out weak enemies with your disrupter ammo. (So far, I would recommend Locust and Suppresor as your weapons)

With tactical cloak (evolved with Bonus-Power evolution), you can tactically place a decoy in the middle of the battlefield as distraction; place it within enemy grounds as a trap (Exploding and Shock evolution), or block choke points.

Alternatively, you can be like Vazgen's melee-infiltrator and use tactical cloak, sabotage on an enemy followed by a heavy-melee for a lot of damage. With your combat rolls, you can quickly get out of harm's way before enemies bombard you with bullets.

I have not tested this build out yet, due to lack of time since I'm trying to study, but I thought I would leave this thought here and come back to it soon.

After playing a full playthrough with Decoy I have to say that it is not as useful as it seems on paper. The same enemies can ignore it or focus on it completely. It is destroyed rather quickly, even with all durability evolutions. I'd suggest Proximity Mine instead.

I imagine Decoy is best on the Rannoch arc, just going with MP experience.

In any case OP, that sort of build will work, it is just that Decoy probably won't draw quite as much aggro as you would expect unless enemies don't have any LOS on the team.

Trying to play a hit-and-run Infiltrator can be tricky since you can hit and... pretty much just stand there looking dumb because everyone just kind of keeled over dead.

And pretty much what Vazgen said and Capn233 said. Because of cloak and a lot of other bonus powers, you can pretty much just shoot or combo (or shoot and combo) everything to death. The big issue with Decoy is that for it to be at its best, it needs to be in the middle of the enemies so it can shock and stun and detonate with everyone around it. The Infiltrator can do that with cloak. However, considering the other options available to you, Decoy is extremely lackluster since you can run up and do other things more effective than placing a decoy. Cloak (with Bonus Power evolution) > Sabotage > Incinerate/Proximity Mine > shoot can kill a lot of enemies very quickly.

Spoiler

In ME2, you sort of had to hit and run if you were cloaking with a shotgun as a playstyle since enemies focused fire on the closest enemy, and if your squadmates were knocked out, they always focused on you when you were not cloaked. So in ME2, you had to cloak > run up and shoot > run away and take cover.

I am not saying you cannot play a hit-and-run Infiltrator. Nor am I saying you should not try it. By all means, go ahead. Sometimes sub-optimal or even downright stupid can be extremely fun. Just keep in mind that Decoy may be the worst bonus power in the game since it is extremely situational and erratic.

Cloak (with Bonus Power evolution) > Sabotage > Incinerate/Proximity Mine > shoot can kill a lot of enemies very quickly.

Spoiler

Just imported an infiltrator in from ME2, this build looks like a lot of fun and I'm going to try that out.
