I always assumed the running gag in DA2 about Anders/Justice's inability to lie and the progression to being able to lie was the point he stopped being Anders/Spirit of Justice and becomes Anders/Vengeance Abomination. The game lore frequently says that demons lie, it never says spirits lie. I think this is the point Vengeance becomes a demon and Anders is gone.
I know I've mentioned this somewhere else, but I'd love to know whose authority is higher. Like... could a Warden (say, a Warden-Commander who seems to routinely get into disagreements with the Chantry and templars... possibly over the freedom of a certain apostate... no one in particular, of course) actually conscript the entirety of the templars? Maybe the grand clerics for good measure? People would be outraged, of course, but... This is one thing I really really want to try.
The Right of Conscription functions so long as people are willing to allow the Grey Wardens to get away with it.
In a place like the Anderfels, it would have much more power than in Ferelden.

No. Of course they couldn't. The conscription authority of the Wardens only extends as far as the monarchies and the Chantry choose to allow it to go.
I wouldn't suggest trying that on a Warden-Commander of Ferelden who travels with a former Crow and has contacts both within the Fereldan royal palace and within Val Royeaux. I might not agree with Anders' reasoning or methods, but some change in the Templar Order would be welcome.
The worst thing about Anders is that he's right, because even if he is a deranged Abomination, the mistreatment of mages is very real, specially in Kirkwall.
I would suggest that Anders be not allowed to continue his corse of actions ..... Under any circumstance. My cousin, Hawke would be a useful assist in destroying the abomation although he'd never supect her; she's too full of ponies and dolls. And yes, we don't need another Ferelden "Abomations everywhere!' Case do we?

Same reason I had to go into Warden Surana. I headcanon that he knew/suspected what had happened to Anders and Justice after the massacre described in Anders' short story, was (naively) hopeful that with some time away from the Wardens Anders might come to his senses, then was saddened when he came to Kirkwall for his own reasons *coughZevrancough* and discovered that the person who looked and sounded like Anders was no longer the friend he'd grown up with in the Circle.
He agrees with Anders that some change is necessary, but not at the cost of innocent lives.

I have a better idea. Anders doesn't do anything.
He doesn't search for a different way to start a war, he lives his life, finds a nice girl or guy to spend it with, grows old and die. if Vengeance becomes too strong, he throws himself off a cliff.
Therefore, thousands of lives, not to mention generations are spared.
