It's hard to tell. It's pretty obvious that she doesn't think highly of Celene because of her politicking (she greatly approves of letting her die). It might also be that leashing Briala, and thus dissolving her little rebellion helps to stabilize Orlais.
Sometimes Cass' approval/disapproval seems a little off. In Champions of the Just she remarks that the Templar Order should be disbanded and reformed, but greatly disapproves if you choose to conscript them.
I like that about Cassandra. She is unsure about most of what she said. The player finds this out after he/she has chosen the templars or mages and talks to Cassandra. She seems like she is unhappy about your choice either way.

I read the book, and honestly, Brialia was an ungrateful hypocritical little ******. Celene was doing the best she could.
