Yes, which is why the best sets are determined by their armor rating as well as the presence of utility slots. Offense slots are only on weapons and weapon upgrades.
Yeah I find the Battlemage armours aer usually the bhest looking ones or the Battlemage coats. Personally I find the mail type armours a little ugly so don't tend to use them much unless they'er a high spec one and I end up venturing into a dangerous area( like for example I'm fighting one of the High dragons or something.) Even then I don't do it that often.

For High Dragons I prefer using upgraded element resist Tonics. The whole party getting 60% Elemental Damage Resistance for 3 minutes helps me a lot more.
