So the development cycle:
pre-production, 2 years, Montreal team (Q4 2012 - Q4 2014)
full-production, 2 years, Montreal, Edmonton, and Austin teams (Q4 2014 - Q4 2016)
4 years in total. that's a lot.

The same teams don't make Mass Effect and Dragon Age and four years isn't really a lot of development time.

anything less than 3 and i'd be worried. 4 is more than fine when considering they are moving to a new engine.
Dont like rush jobs. Dont like jobs that are constantly delayed.

look you can spend 20 years on a game and it would still either suck or be good it all depends if they executed the game well enough

The Austin team is working on SWTOR, which is about to release an expansion, why would you think they're working on Mass Effect as well?
And the Dragon Age guys are working on Dragon Age, DLC and perhaps early work on the next game.
Plus we also know they're working on a new IP.
So there is not three full studios working on Mass Effect.
Plus four years seems about right. Witcher 2 to Witcher 3 had about four years. From Skyrim's release to Fallout 4, will be about four years. That's how long it takes to release a high quality game.

To be fair, they have like four studios working on an Assassins Creed Game each year.
Which is ****** insane of course. Even the 18 months of development for Dragon Age II was a better game than most yearly franchises, and that was just one studio on a new engine.
One thing that is probably helping them right now is they have a template they can borrow from in Inquisition; Frostbite 3 and build from that a new game and mechanics. So once they have that, the 3-5 year cycle seems pretty fair for what they have to do. A lot of other games take that engine, improve the graphical fidelity and some mechanical tweaks, hire voice actors and just shove it out. yearly.

Inquisition didn't have quite the same freedom as the new Mass Effect does, since none of the gameplay will be hamstrung by old gen systems.

Nope. Most modern games take from 1 to 3 years to complete. A game like ME (being an A-RPG) can easily take about 3-5 years. It's not uncommon.

Yup, look at Besthesda as an example. Their games spend a long time in develpment...But playing them you wouldnt think that was the case.

While true that more isn't always better there is a minimum investment required to be good. If a game has been in development for 2 years then either it's scope is smaller (Indie), or it will be buggy as hell, or just suck. I think 3-4 years is the min for a good AAA game, with 5 or 6 years being fairly common.

And those 2 are exactly the points where Fallout and ES are not focused on. Just as I rate BioWare games on their story and characters, I rate Beth games on lore, content and map size.

Even if they're adding stuff in the engine, Frosbite has its own team and the engine is mainly the same since Frostbite 2 (2011), with all the latest iterations and was ready for production.
