Debatable, I think. Although I don't know what criteria we're using to determine what's better, per se (and of course, assuming we're disqualifying the first game with its ridiculous cards). They're more explicit than the average Bioware effort, which isn't bad or anything, but the two I've seen (which really are just the two Triss scenes from TW2 and 3 respectively) are less about the characters and more about the sex. Which is whatever, it's fine, but I'm not really playing the game for titillation. I prefer DAI's approach in this case.
Although I guess I should note that I've never seen a video game love scene that I'd actually want to watch with another human being present, and that includes my better half, who plays all the same games I do. They're still invariably embarrassing for everyone involved.
Ah come on! Admit that Witcher sex scenes are better! If BioWare use their imaginations and not be ashamed, it will be a masterpiece in the history of romance. They can spice it up a little to give LIs an edge, it wouldn't hurt none.

Tbh, i still haven't seen a remarkable sex scene. Better textures and skills as a developer, yes but not "better sex scenes" per se.

As far as romances go, The Witcher 3 had some of the better scenes to ever appear in RPGs. It feels odd saying that, considering how terrible they were in previous games of the series. (with the exception of maybe the Rose of Remembrance scene in TW2)
TW3 also handled Geralt's casual relationships better than I've seen in other RPG. Compare Keira Metz or Shani's content to say Isabela at The Pearl, or the Asari Consort from ME1. Keira and Shani were some of the more interesting side characters in the game and had quite a bit of involvement in the story, for what were essentially just passing flings. They aren't just being used by Geralt either. If Andromeda were to include more characters similar to Isabela or the Asari Consort, I think TW3 would serve as a better model than DA:O or ME1.

The witcher's scenes are fine, but not really what I'm interested in. LIke I said, they appear to be going for titillation, and I'm not looking for titillation. I'm more interested in characters (and that's not a knock on the characters in TW, which I like a lot). I just like DAI's scenes better. They're giving me what I want without the silly baggage and prudish quirks of the previous games.
As far as dead eyed CGI puppets smooshing themselves together go, it's good - but they're still dead eyed CGI puppets, and I still regard video game love scenes in general as a race to the bottom.

DAO's scenes are legitimately some of the worst. As far as Bioware's are concerned, they were mostly bad between ME1 and DAI with a few exceptions.
DAO would also be my choice for the worst I've ever seen in an RPG. It did just about everything wrong.
Goofy animations? Check.
Cornball musical accompaniment? Check.
Clothed dry humping? Got that covered.
Doing it in the middle of the camp with companions in the background? Sure, why not.

That kind of works for Geralt since he just uses people to do so(the scenes are still terrible), but Bioware goes more the love route so it wouldn't work well.
