The engine is probably the biggest problem. Someone has to be really passionate to attempt this.
As I said earlier, the whole ME series only has about 400 mods in total. Compare that to a game like FNV, easier to mod, of course and also a title by Obsidian and not Bethesda - so the story is much better - and you have more than 16.000 mods. It's engine, passion and if modding is even a rewarding experience. They do it for free, after all.
On the Nexus, Inquisition still manages to have more than 1 000 mods, that is just as much as TW3 which is (supposedly, haven't delved myself) far more moddable. Modders will find a way if they really want to.
Albeit of course Bethesda games are the uncontested kings. But I suspect that it comes at the cost of having to use their ******-poor, outdated, bug-ridden engine which makes mods required to play their games properly anyway, soooooo...
