If all else fails ask people about something. Work, their car, their new phone, what'd you think of that assignment, etc. People love talking about themselves and their possessions. Don't ask something too personal off the bat tho.

Just ask yourself: what would the Fonz do?

Charismatic is too subjective. Can't really give advice on that part. Being assertive is about not giving ground and vocalising your aims. Be forceful. Be direct. Take advantage of hesitation by bringing up your view/position.

Negotiation is complicated. Generally, do the above while giving up what you don't want and only compromise on getting what you want to get what you want more.

Tips:

 

Unless you rolled really high charisma during character creation theres no way to change it except through modifiers. (EDIT: or surgery if you can buy it)

 

Wearing the right types of clothes depending on what dungeon youre grinding can give you +2 charisma or even trigger a fail condition by getting you booted from your raid. For example, if your raid does Economics based dungeons, a business suit is in order, but if you are a tinkerer, not only does it not matter but you get negative armor due to some of the DoTs and debuffs some of the loot drops give you.

 

Another way some player use to boost charisma is by inhancing their current appearance. The most obvious way is to use makeup. But I hear training your Athletics stats gives you a bonus to charm roles on the oppposite sex and those who RP same-sex.

Boosting speech can also help your charisma in a roundabout way.

 

In conclusion, base charisma is purely how "ugly" or "pretty" your character is on creation, but a lot of different stats and modifiers can do a lot to enhance or debuff you.

Just be in the mindset that every sentence you say is part of a joke and the very next word you say could be the punchline. People will hang on your every word.

Charisma is a garbage stat. Put your points elsewhere to be combat effective. No one cares whether the tavernkeeper who gives you your mission actually likes you. You're only going to see him one more time - long enough to collect your reward.
