Well, since Shepard gets attacked by some husks and a Marauder right after this scene, I suppose there are still reaper ground forces to deal with.
I think an even better question is: whose blood is that on Tali since her suit looks intact?

If that's the case, why didn't we see any at all during the beam run? The shooting only starts when those guys run onto the ramp, but no one on the ground is shooting at anything

There are a few indications during the run that there are some Reaper forces to deal with.
A few gunships that fly pass you do shoot at something (though in-game its just into the air),plus when Shepard hunkers down during the evac scene a few marines and Makos make a barricade around Shepard and start shooting,so I suppose Bioware wanted to let the player know there were some ground forces guarding the beam.
Since in the original script,the "run to the beam" was supposed to be a large battle between Hammer and the Reapers (The Reapers were losing,so Harbringer landed) ; and how messed up and unfinished P:E as a whole is,I also wouldn't be surprised if they simply overlooked it.
