it really isn't, and you know why? Because the animation team were too busy making two characters almost caress each other, almost kiss each other before alomost going down on each other. Between all of that, well I'm afraid that the animators contract ended before they could get around to animating a good story story for me bro.

Things like this need to be somewhere near the bottom of the priority list. Just above fish for the fish tank and the Tempest having visual but don't actually do anything upgrades.
Quest content needs to be well above this optional stuff especially as they're already sacrificing playable races as it is.
Lessons need to be learned from DAI which put to much effort into this kind of nonsense at the expense of other higher priority things.

How can they be sacrificing playable races if that was never said to be on the table to begin with? And just because something is optional does not make it any less part of the game, or that it deserves less attention to... after all... aren't games like Mass Effect all about options and the optional stuff?
I'd argue that the entire franchise is less about the plot (Reapers killing everyone, etc.), and more about the characters that surround you who are in it... and things that you consider the 'main events/quest' only exist to move the plot forward so we can see the characters react to the new development(s).

Animation director: Alright guys, we have just enough budget to animate this killer hot sex scene, or this major cut scene that plays at the resolution of the quest that marks the turning point of the main plot. Since we can't come to a decision I'm going to just decide right now that the killer hot sex scene wins out.

Nope. Sorry to say, but that's not how game development works. I'm not the ultimate expert, but I've had my fair glance at it.
Them animating romance scenes doesn't necessary mean giving up on something else. It's not how it usually works. Normally developing companies have different teams assigned to different tasks. And for Bioware (and specifically the Mass Effect franchise), character development and interaction (romance included) is as important (or even more important) than the plot itself or other aspects of the game. One could say it's their trademark, and it's an important part of why a lot of fans love the franchise. And for some people, those scenes are important for the character development or for their headcanon, whatever.
Just because you don't specially care about it, it doesn't mean that it's not important for some other players. After all it's optional, so you can just skip it altogether. I don't see the big deal. It's not like I would cry my eyes out if they faded to black on that kind of scene, but in my opinion thinking that that little scene will take back from other aspects of the game is just wrong.

I don't remember any complete sex scene in ME. Or in DA, for that matter. Not after the underwear sex in DAO, at least. All had just some fade to black. Maybe the romances with female LI are different? I played only Jack's romance, Thane and Garrus. Never seen a sex scene. Slightly implied, but always with fade to black. Same for DA.
