I for one haven't bothered to read the feat description for a long time, so I haven't noticed when it changed. I suppose if you've been playing the game for years then you'll know what the feat is for. Like any passive feat, you take it during level-up and never think about it again.

Hmmm. You are indeed correct. I cleaned my override, got rid of my custom tlks from the directories, and find that I have the same issue Umdran reports. It seems to be a previously unidentified bug! Although how something like that was not discovered a long time ago I don't know.

Yes, I was surprised too. I only investigated further when Umdran said your fix did not work. That's when I decided to double check both your 2da and my own and did indeed notice the incorrect tlk ref there.
