To me, romances have never been fair. There is always a group who gets more than another. They just switched it up with DA:I.
I cannot for the life of me understand why there is 8 romance options to begin with, regardless of who gets what. But I will admit there is a clear difference between groups of people. Bisexual females who play as an elf seem to get the most options. Second to that, straight females.
Keep in mind that it isn't just straight men -- it's lesbians and gay men as well, who only get two each. I'm just lucky I hit the jackpot with Sera because Josie doesn't appeal to me whatsoever. It has nothing to do with lack of sex scenes -- it's the dress and the politician status lol. I actually kinda dig the idea of courting somebody and being romantic, even if there is no sexy time. Besides, it is a game.. it isn't like I'm actually in my screen, getting it on for real.
Having said that, there are no doubt lesbians who are unhappy with their options. Just look at all the controversy Sera causes on Tumblr, for instance. And the issue with Josie as a romance option for females is that the fact that the whole courting and duelling scenario seems like a better fit for a male character, though I don't entirely agree with that. *shrugs* just opinions I have read a few times.
Same goes with gay men -- who's to say they like Dorian's character? Some perceive him to be a walking talking stereotype and not everyone is into that. Iron Bull's sexual promiscuity and constant references to hot females can be off-putting for them as well.
Adding to that, many of them want to romance Cullen or Blackwall instead.

You know.. things such as complaints about "naked women on top tier items", or "sexuality toggle". I must agree with Malthier that constant, borderline obsessive complaining on the matter is kinda petty and embarrassing, and that's from any side of the coin.
I think sometimes, people forget that these are games, and while we have choices, we are still limited. We cannot do whatever we want.
