Class/Race doesn't matter. The thing is very buggy and won't always work immediately when you travel to areas with wolves. I find I have to unequip and then re-equip it when I travel to a zone with wolves. Even that doesn't always work. Sometimes I have to kill a pack of wolves before it works.

It definitely works, just maybe not all the time. In this sequence, the party came across some wolves that turned friendly, and later some bears, which weren't so friendly. The wolves tried to help out by attacking the bears.
I've never managed to get it to work at all, after like ten playthroughs, I don't even use that amulet any more, better ones are available anyway.
Used to work, once or twice, but now I just don't bother. Just kill. Sometimes those wolves can bring on additional mobs that I don't want.
