 I am in the Oasis and i can't find the female mineworker. Is this a bug? I once met her but somehow i didn't get the quest from her and 

 now i can't find her anymore...

She wanders all over the canyons, making it difficult to track her down if you don't have a quest waypoint for her.

Shouldn't there be exclamation mark in place she is if you didn't activate quest? I remember i had problem with finding her because mark was on the map but she wasn't anywhere then i changed location and returned and it was in different location and then i found her.

I think there's a way of increasing your chance of finding her.  IIRC, if you leave the Forbidden Oasis and return, she should be near the Oasis Camp.  It helps to have that quest highlighted in your journal.  Don't worry, you will find her.

Her path frequently leads to her going out of bounds. The longer you stay in the area, the more likely she'll end up in a place that can't be reached.

You need to leave the area and return. She'll spawn fresh that way (her spawn point is near the camp in the center of the level), and you can track her down before she goes off the rails again.

Just as a tip... whenever I head into the Forbidden Oasis I always go to the cache cave first and retrieve the ring, that way I only have to run into her once.
