Incendiary rounds roll into the DOT of existing fire based powers, so can the game still differentiate between what rank primer is on the target or does it still consider the target primed with a level six primer, since the DOT roll together?

Based on the code, it just resets the timers on the primer and fire DoT and adds in the damage to the DoT.
So it should retain the original primer's levels, since it's not actually applying a new effect.

I've been playing a mixture of Gal Civ 3, Fallout 3/NV tinkering with mods, Heroes of the Storm, and a pen and paper campaign I have going. I just always have BSN open on my second monitor, though I do post a bit more in some other forums.
I'm about to go in the opposite direction of getting a life. In a month or so I'm moving across the world to Australia where I don't know anybody at all =P

Incendiary ammo can be odd sometimes.
Put Incendiary IV on a Jav X with a sniper amp (on a regular kit with no special weapon powers) and shoot a plat Ravager just under the large circle face thingy. Keep the Ravager in your sights so you can see it's health bar. The incendiary will work on the Ravager until it dies.
Now shoot another one in the same place, but don't keep your crosshairs on it so you can't see the Ravager's health(armor) bar. When you move the crosshairs back on it a few seconds later, the Ravager will still have a couple bars left.
I've done this test at least 30 times, and achieved the same results every time. Watch it... it dies. Don't watch... 2 bars of armor left. I don't have any fancy stuff, or I'd record it to prove something's up with the ammo. This is on Xbox.
I've never seen it mentioned before. I noticed this a long time ago. No clue why I'm mentioning it now. This game is almost dead...

That is what I am doing too. Starting with Europe *-*
I hear Reserves pack is a good one to buy XP. Also going on missions with N7 guise let's you see the world
