What are your nominees, and why? Maybe, you have some ideas on what you'd change about them.

I bet a lot of people could guess!

Ceberus Turret. Insane DPS, and too much shield/armor.
Geth Turret (see above).
Seeker Plague. Annoying and waaaaay to much barriers/health

-Scions : too slow to react.
-Atlases : I don't know what is wrong with their tracking abilities, but sometimes you can shoot them multiple times from behind without making them turning back.

Da ****?!? Haha, lots of Cerberus hate there. Centurions are pretty dumb, too. I like fighting Dragoons. Phantoms not so much!Centurions
Guardians
Combat Engineers
Nemesis
Atlas
Phantom
Dragoon
Turret
Special mention to Assault Trooper
Edit: The best way to change them would be to remove the faction altogether.

Their tracking abilities are just fine, just ask the Atlas rocket that tracks you down all the way across the map, taking four 170-degree turns, hitting you right between the eyes.

Phantoms: I just wished the Damage reduction for the host wasn't there.
Banshees/Pratorians/Phantoms: I would like your deploy-able turrets to NOT set off their defenses.

With good dps kits you can often kill them before they turn back. It's ridiculous.

Seriously , what's the point?

Turrets and seekers swarms doing way too much damage - agreed
And swarmers.. F'n swarmers.. either remove the DoT effect, or let them damage shields only. The damage they do is insane

Cerberus Turrets. Those things were annoying as hell back when I used to play

Nemesis!
Seriously , what's the point?
Only problem I have with them is they don't have a melee, which means their only option is run like hell when you get close
Dragoons are kinda ridiculous, Phantom (but only host damage reduction is a real issue), and the range of the Pyro being altered but that fact not being visible

The worst designed enemy for me is the person who stands in front of the television blocking the entire screen.
It's annoying because I can't see anything.

Phantoms. Deadly regardless of range. DR. Immunity to being frozen and grabs. Can go invisible/block powers. It's the Mary Sue of enemies.
Guardians. Completely neutralised by AP mods or ammo. May as well consider them free headshots.

Bombers because of random immunity to overload.
Possessed bees because they have too much health, give too few points and have a ridiculously large blast radius.

Collectors:
- Scions and Praetorians - slow, boring, bullet spongy when possessed and prone to getting stuck in the map in certain places.
- seeker swarmps/p. seeker swarms - mostly the possessed ones. way too damn much HP, blast radius is absurd, and power lock out is an annoying gimmick
- the rest of the faction - pretty bad tbh. they mostly just feel directly ported from ME2 but whereas I loved the battles against them in ME2 (though staging and their place in the narrative probably had something to do with it) they just feel like a lazy and gimmicky rehash in this game.
Cerberus:
- atlas - more slow-moving boring bullet sponge
Geth:
- Bombers - a flying enemy that can just magically take no damage from hitscan powers like Overload? Seems like a good idea.
I wish they'd added Geth Hoppers, really.
Reapers
- Banshees - should not be able to suddenly warp through a ****** wall and grab you without warning.

The Cannibal ability to eat fallen enemies to recover health would be interesting if it applied to an enemy that is actually hard to take down. Think Banshees.

Cerberus Turret: Way too much durability for such a high-dps unit, and gives very little warning to signify its presence.
Seeker Swarm/Plague: Shutting down powers is already an obnoxious mechanic, but the seekers also have very little warning to when they are coming up on you, and too much health considering they are a swarm of bugs...
Phantoms: They just have too much going for them High ranged DPS, High CQC DPS, Instant kill, fairly high durability, Cloak, crazy host DR, ect. Without them Cerberus is far less threatening
Collector Possession: It isn't a unit, but still the possession mechanic feels very broken in ME3. Units become possessed right and left to the point where it becomes almost the default state.
I could go on, but those are the most annoying units for me personally.

Cerberus - Phantoms carry the whole faction making everyone else look like mega scrubs. Dragoons are boring, annoying and stupidly overused.
Geth - Everything is glitched except the basic trooper.
Reapers - Pretty good overall, but Banshee grab with no melee is a little cheap
Collectors - Praetorians and Scions. Both have too much health, do too much damage and the crab makes weapon kits much more viable than power ones.

I'll break it down by faction:
Reaper; Fine as are.
Collector; Longer cooldown on bee spam. Bees should also be easier to kill
Have the Praetorian make some sort of noise other than the lasers. Those things are sneaky. Also maybe a better to understand sync prime as sometimes it feels like it's partial stab and grab sometimes 10 hits of no sudden death.
Cerberus; Turret; less shield and armor I'm fine with it's DPS and fire rate as it's meant to be an anti-infantry defense in the world of kinetic barriers. Also fewer on the map
Phantom: Fix the host DR and reduce the power of the damn palm cannon. Finally reprogram the sync so they CAN'T stab you with a broken sword (supposed rule) and without priming (quote on quote another supposed rule)
Atlas: Reduce the track time on their bloody rockets seriously how much fuel is in there?
Geth: FIX THE GODDAMN DOUBLE AND TRIPLE TAP ON THE ROCKET TROOPER! Also see Atlas complaint
Hunters: Tac Cloak is not a phase shifter cloaking not moving should not make bullets and heavy melee whiz by in a fashion that makes the player look stupid
Pyro; Simple fix the animation to match the flamer range. I'm fine with DOT as it makes sense but let me know when I'm still in main barbecue zone
