It's not what you think, I swear!
Allow me to explain this.
Scenario: Due to circumstances, Sandal arrives at Skyhold. Seeing as there aren't a lot of dwarves around, he instantly hits it off with Dagna. They decide to conduct a magical experiment together, involving enchantment. With Sera's help, they decide to prank/trick the very popular heartbreaker, Scout Harding into being the test subject, which is news to her.. until something goes horribly wrong. The experiment fails, and she is morphed into a talking Mabari hound.
Then comes the DLC quest: the inquisitor, if not romanced prior, can help Harding, Dagna and Sandal uncover the means to turn her back to her old self. They find themselves exploring elven ruins, and all the while, Harding finds herself falling in love with the inquisitor, for being so kind and helping her out. Their relationship develops, but one thing stands in the way; the fact that she is now in an animal's body, and zoophilia is illegal. In most countries.
While in these elven ruins, they discover magic that can bypass dwarve's immunity to magic, a very rare form of magic that was buried by dwarven nobility for many years. The elves created this magic, and while engaged in a very brief, secret war, they called a truce and agreed to bury the magic.
After an intense battle with an arcane warrior spirit, they take off with the newly discovered magical knowledge and use it to turn Harding back into a dwarf.
After this, the inquisitor can choose to pursue a romance if he/she desires. Unless he/she is locked in with somebody else.
There is also the option of bringing Dagna and Sandal to judgment, although there will also be an option to resolve the matter peacefully, where Harding will state that she understands it was just a mistake and forgives them.
