I had the idea that maybe te agentsyou recruit could be in skyhold when you there. Some are slready in skyhold but many aren't. If the agents are in skyhold there could be a option to make a romance with them, that way you have all the sugestions about more romances answeared too. The agents could be everywhere for example the hall downstairs in skyhold and the courtyard.

I get that some people don't have the type of romance they want in the game -- whatever that "type" is. But one of the benefits of the current structure is that it is a fully developed romance with a well-rounded character; these romances have character development arcs and so on. In DAI particularly, they did an excellent job of having a nice variety of romance type -- not just sexuality -- as well as having characters that act independently of the PC's desires.
It wouldn't be the same if they were to follow through with your suggestion, and I'm going to assume that they wouldn't want to because it would just devalue the NPC Agent as an object. Sure, the current LIs are treated as such even now by some players, but there is still more substance to the character, despite that treatment.
