To quote Varric:

"I think I'm sick of mages and templars".

In the end each group is responsible for their own mistakes. Mages are not to blame for red lyrium. That was the templars and their own weakness. While an templar is not to blame for an mage turning to blood magic. After all, blood magic is for the weak. A true mage finds strenght in their own power. Look at Bethany. She would kick Anders and Merrill's ass any time if you ask me.

Still, most of the blame, like others said can be placed on the Seekers and the Chantry. They started it all, they took amoral means to reach their goals. And they cared very little for how many lifes would be wasted in their crusade for control. They never bothered to find better ways to deal with the mages, never cared how many people were crippled to become templars. They got lazy, and obviously, that blew on their face at full force.

The red templars allowed a Tevinter magister darkspawn to led them and worked sided by side with the Venatori, a group mage supremacist cultists. They literally worship a mage.

So, no. I don't think a fear of magic and mages had much to do with with them becoming monsters. That fault lays with them finally getting fed up with the Chantry exploiting their addictions. Samson and Cullen say as much.

Oh, and their knight-commanders suddenly thinking that worshiping a villain from Chantry myth and force feeding their soldiers tainted lyrium was probably a deciding factor as well.
