2.5 GB for practically nothing? No thanks. I'm refusing the patch for now (Xbox One), which means taking the console offline. I need more feedback on what if anything the patch affects, and especially any new bugs, since from what I've read, it does nothing positive for me.
patch?

You'll have to play the game to find out.So, no fix for party members locking up during combat?
The patch notes are not a comprehensive list of changes (even for multiplayer—there's a ton of balance adjustments and even whole new features). Just because something isn't documented doesn't mean it hasn't changed.

The console versions might have something with the new save game importer feature they been tweeting about today here a link to their blog post about it
So. They are creating a cross-platform saves migration system, with all these encryptions and such, but they can't make NG+ (or, at least, allow me to copy-paste saves between my own PTs)?...

The minor plot issues that are left are unlikely to ever be resolved; I'm not aware of any blocking issues remaining.
That has nothing to do with what you're suggesting.So. They are creating a cross-platform saves migration system, with all these encryptions and such, but they can't make NG+ (or, at least, allow me to copy-paste saves between my own PTs)?...
On PC, you can copy/paste saves between users/systems. That's all this is.

Why are you assuming that a patch with a bunch of MP elements means they're not working on SP? I've played SP so much I could probably recite half the dialogue and plot the map points from memory, but I also enjoy MP so it's nice to know that they have teams dedicated to both. It's like saying because Dragon Age gets an DLC they've put Mass Effect on the backburner.
A lot of the items being added to MP are things that SP already has. All the Hakkon weapons are just getting added into MP now, after they were added into SP via the Jaws DLC. So MP gets stuff that SP has had for months and it's oh no, they're ignoring SP.
And as many have noted, this is a large patch, which almost certainly means there is SP stuff in there. The fact that no official SP patch notes have been released is suggestive that a bigger announcement is going to be made.

This is why I dislike B-Wares NDA Beta Patch Policy seeing as they wait several days to release the official Patch Notes the fans have to wait and the other fans in the Beta cant spread any info which is BS.
What do you mean "spread any info"? NDA is there for a reason. Also - betatesters only have access to portions of the game/patch devs want us to test. We don't test everything there is, I'll just tell you that.

What needs to be patched in single player?
The Skyhold outfit. And yes, I'm being serious. They could patch in either a way to tint it, or the option to use your armour toggle and it wouldn't be hard. Those systems are already in place. I can't imagine it would be harder than adding the storage chest, better yet the entire Black Emporium. And they could add a way to save a face as a preset, among other things. As far as I know, there are still some bugs and broken quests. So the answer to what they could patch in SP is:
A lot.

As a solo player, I want to know which "balance" changes, and make a decision on whether I want them or not. I like the game the way it is, and any substantive change to how it plays may affect my enjoyment of it. They could well be positive changes; but without a complete list, I can't know that. "Playing the game to find out" would mean accepting the patch, an irreversible choice.

BioWare has never given you the information to do this in any previous Inquisition patch, and they have not done so with this most recent patch either. As a solo player, I want to know which "balance" changes, and make a decision on whether I want them or not.
I agree that everything should be documented, though it's clearly not intended for you to have any real choice in patching.

I cannot open ANY of my SP save games since this patch installed.
"This save file can not (sic) be loaded, as installation is still in progress. Please wait for the installation to finish, then try again."
Download has been complete for a while. Is there further "installation" that needs to happen and if so, is there a way to track its progress?

You mean like multiplayer? I remember the "old days" where devs would outright tell you what they were doing, even if they had to scrap some stuff later.

"Telling people what they're doing" is different to "letting people test stuff still in development".
